A uniform income tax should be impbsed for Federal and State purRives. with a fixed share of the tax! cated to the states. The Federal Gfvernment should be the sole collector. Tt should pay the State its share. This would end competition between the states on income taxes. It would enormously reduce the cost of collecting taxes. Tt would relieve the taxpayer from the bother and | cost of making two entirely separate returns. It would probably require & con- | stitutional amendment, is a question for the lawyers. But as the tax problems of the states and cities mount, the necessity for in-| troducing some sort of sanity into our tax processes becomes ever more pressing. And this is about as sensible a ‘means of bringing order. economy and equity into the sad business of providing our various governments with their public funds

T. E. Toll, Indianapolis manager of the reporting service, said valuations of private contracts exceeded those of public contracts in 10 of the first 11 months this year. Private ownership contracts for | work and materials here from | January through November totaled | $10835000 as compared with $9,623,000 last year or a 12 per cent gain, Mr. Toll said. The best month this year for private construction in the Indianapolis area was July, followed by August and March, he said. The low point was January. WASHINGTON, Dee. 19 (U. P). The most severe fall drought in more than 50 years is reducing 1940 prospects by millions of bushels a day, Agriculture Department crop experts said today. The Government has not issued

an official estimate of 1040 winter | wheat production, but private re- | | ports indicated a crop of 150,000, 000 | [to 250,000,000 bushels below the 1989 | crop of 550,710,000 bushels. Every day of continued drought adds to! | that total. J. B. Kincer, chief of the crop | section of the Weather Bureau, said (that in the ‘critical area’—mnearly all of Nebraska, western Kansas, |'eastern Wyoming, eastern Colorado, northwestern Oklahoma and northwestern Texas—it was the worst fall drought recorded by the bureau since ‘about 1880. Rainfall in that| 5 and 29 per cent of normal since August.
