STATE PLANTS BID ON ORDERS FOR U. 5. ARMY
Manufacturers of Indiana Told of Plans for Preparedness.
“A good many plants in Indiana
are bidding for Federal orders on ;
supplies for the U, 8S. Army,” according to Maj. Fred A. McMahon, United States Ordnance Department, Cincinnati, O. Maj. McMahon, who spoke yesterday before members of the Indiana Manufacturers Association, explained | that he had come prepared to tell them the number of plants in Indiana but that the Army censor deleted it from his talk, Maj. McMahon, who discussed “Industrial Preparedness,” said that] Army censorship also forbade him | to reveal how many plants in In-|
diana have agreed to manufacture & in co-operation with the Govern- &
ment in event of war, Scoffs at ‘Sealed Orders’
In explaining the preparedness porgram, the major said “you probably have heard it said tnat certain factories have sealed orders in their cafes which they will open when the first gun is fired and begin manu- | facturing munitions and the like This is not true and I might point out here that the preparedness program is a plan and not a law. “It is a well-known fact that it took us 14 months in the last war before we got one division on the firing line that was completely equipped; and it was 585 days after we entered the war before we had equipment of all kinds pouring into Europe. “That taught us a lesson which has culminated in the formation of this preparedness program,” the major explained.

He said the United States has| EF heen divided into 14 districts and that the ordnance department for & «ome time has been making a thorough survey of all the manu- | facturing plants and natural re- | sources in the country. In the event of war those plants! which have been found satisfactory 5 and have shown their willingness to co-operate will be called upon to furnish supplies necessary for a the conflict “Our arsenals produce less than 10 per cent of the 70.000 different articles necessary to equip the modern army and that is why we must depend on private industry for | more than 80 per cent of our equip- | ; ment. Without the co-operation of | § industry we could not fight a war, "¥ or even plan one,” Maj. McMahon O£7 declared g Under the present program the United States can produce, SIX months after war is declared, what i= needed to equip and keep its army in the field, the major stated.
