Therefore. free enterprise must be restored and protected. But what do businessmen mean by free enterprise? The capitalist System. bevond all doubt, must be a free system. That is, while men must be restrained from committing abuses against each other, there are certain functions which must be kept free or the system will die The most important of these free functions is the flow of investment The next most important is the subject of price. The next is the subject of production. The next is the subject of credit Strangle these and you strangle the whole system. To stifle a man you do not have to seize and compress his entire bodv. Leave him free to kick, to swing his arms, to wriggle as much as he pleases, but put your fingers around his throat and keep pressing and he will collapse. 5
NOW FROM WHAT quarter have come the greatest attacks upon freedom of enterprise? The popular theory with businessmen is that 1t is from the Government But this is not so. The greatest constraints upon free enterprise have been put upon it by organized business groups themselves, If 1 am a dealer plumbing materials supplies and can not sell to an) save those authorized bv some private combination of businessmen I am not free. If I am a plumbing or masonry or plaster or tile contractor and cannot make bids © jobs without submitting them to some central authority, IT am not free. 1 dare not use materials from anv manufacturer dealer save those listed bv my association. Of course in theorv 1 mav refuse to abide bv these rules but my associates will quicklv kick me out of business, This is not free enterprise. Men dare not invest in such trades without sanction of their colleagues. Men dare not expand production. Prices become stiff Competition becomes a mere hame. All freedom in such enterprise is vanished. And this attack dustry originate carried out, not hv but by businessmen

Dec. 13.—Octoher receipts from the sale of farm products in Indiana this vear were $4 605.000 greater than in October. 1938, the Agriculture Department reported today The difference. however, is largely accounted for bv the increased Government pavments for the month. In October. 1938, these payments amounied to but $297.000. while in October. 1939. they were $3,379,000. Total receipts, including ‘Government payments, for the 10-month period January through October. 1939, were $211,133,000 as compared to $2138.728.000 for the same period last vear the report shows.
