WEDNESDAY, DEC. 6,
John T.
NEW YORK, Dec 6—When the President found that the problem of paying for what he called an
1939
advance of $50 000,000 in nationaldefense items had to be met, he said | he would leave it 3c the people]
whether it should be paid out of taxes or loans. Of course the peo- | ple have no way of registering aj decision oF this sort. The state-| ment had the appearance of an| attempt to duck the responsibility. | However, there came a quick re-| Spouse from various responsible] ongressional leaders that whatever | we spend on defense we must pay for in cash as we go. Now, however, several other congressional leaders say that before they will vote to impose new taxes| to pay for more warships and more | munitions they will have to see who | is going to be asked to pay those taxes.

|
= THIS WRITER, many weeks be-| fore this controversy arose, insisted | that whatever we spend on national | defense should be paid for out of taxes. The reason for that was to] Bite: the country from sliding too easil 0 an armament economy by building ships and fortresses and passing the bill on to the next generation Whatever national defense costs us, we should pay for it as we go. But this does not mean that we should add any new taxes. If new| taxes are to be imposed then the plans should be abandoned. If we must have these arms and the need is imperious, then we must cut out some of the other expenditures of the Govgrnment. | What the Government is aiming) at, of course, is to substitute arms expenditures for pa and PWA expenditures. Th is, instead of building peacet ine ott we will use the relief and recovery funds to uild wartime projects defense will become a project to take the place of parks and schools and health projects =

BUT IT IS perfectly plain that if new taxes are raised for this) purpose the people who will be oppressed by these taxes are people with small incomes. There has been a movement to apply income taxes to men and women with small incomes, to cut the exemptions and raise the rates on the small ony I have always favored th But I have favored, it 38s a titre for the hidden | taxes which are now imposed on the so-called little fellows. But now this defense program! might be made an excuse for imposing these lower-bracket taxes while keeping all the burdensome hidden levies. And that would be a calamity. Congress might very well lay down | three rules for its guidance in this - jonal-defense situation:
|
. There will be no tax increases - a & Savant | Comwith ral Ron
