Putting then at the boitom of the page instead of the top or the middie and under a different heading will not affect this. What the President wants to is to aggregate them so that he CUUer-Ham can keep on pointing to them. He can say: Here is the ordinary budget, you see we have kept our promise. We have cut expenditures and kept the deficit down. The trouble comes from this spot over here-—-this Budget B. That's what's causing the trouble. That's something we couldn't help. Just as we are about te whip our domestic problem, along comes this upset from Europe. We didn’t start that war. Do we want to get into it? No, of course not. Well, to keep out of it we have had to spend all this money.

FIRST OF ALL, that reminds us of Hoover. He told everybody he had our domestic problems in hand, but then came the failure of the Credit Anstaldt in Austria and the banking crisis there. That was not our fault. The trouble Aowed in on us from abroad. Rut in the next place. the war in Europe will not be the cause of these expenditures. These sums are the result of the President's plan to build up a great Army and Navy, not for the duration of this war but as a permanent policy. He has embarked upon a career of a vast naval and military establisnment, not for this erisis, but to protect this hemisphere from all sorts of imagined enemies. To call these expenditures crisis pavments is false. If we are going to have a great Army and Navy, we should decide £0. look the facts in the face underthat thev cost billions to build and billions ta maintain. We should not permit anv politician with trick bookkeeping to keep our minds off the real source of the Cost,

Morne Plan Leases New Location

The Indianapolis Morris Plan will] move to new and larger quarters in the Railway Exchange Building, 108 E. Washington St., about Jan. 29, 1940, William L. Schloss, president, announced today. Mr. Schloss signed a long-term lease for the ground floor, balcony and space on the second floor with George Cummings, building manager; Arthur B. Ayres, New Castle, Ind, president, and George J. Marott, director of the Railway Exchange Building. The exterior is to be remodeled, providing a new entrance on the west, side. The Morris Plan will use the present large center entrance.
