1 do not know anything about the building code in Milwaukee nor about the special complaints that the Milwaukee people have about their own code. But I do know that building codes are made primarily for the benefit of the men who make and sell materials and for the benefit of labor to keep the costs of building up. At least one statement about the Milwaukee situation is arresting. Since August the Federal Housing Administration has been prepared, we are told, to make loans on houses costing as little as $2500. but due to building restrictions it is impossible to build a new home for that price. 5 » 8

When a building code is about to be adopted or amended, a whole swarm of labor leaders and lobbyists for material makers and dealers and sub-' contractor organizations appear. Their object is to get into the code provisions which protect their special services or products. The new code was adopted. It is at least better than the old one, but it is still a pretty terrible barrier to building. If tomorrow some man discovered a means of erecting prefabricated houses at prices that would enable the lower half to live
in decent homes it would be illegal
to erect them in Chicago. | » 5
OF COURSE building codes are essential to life in a great city. Pro-| tection against fire hazards, requirements as to ventilation, light, health | stability are inescapable. But the codes go further than this. For instance, in Chicago there is a provision that an inside wall must be a certain thickness. The thickness selected is the usual thickness of a plaster wall. There is, of course nothing sacred about the thickness of a plaster wall. Such a wall must have that thickness because of the character and structure and materials used. There are types of walls—modern synthetic materials—which are at least as good and better than plaster walls. They are of course not as thick. If the builder is forced to apply them as thickly as a plaster wall they become expensive to the point of being prohibitive. That is the object of the code provision. It is to protect the plasterers’ union, the plaster and lathing dealers. It is not for the interest of the com-| munity. It is against that interest,
