Chicago Makes Demand First among the obstacles is the demand of Chicago sanitary engineers for the construction of a lock at the south end of the Indiana Harbor Ship Canal in the waterway extension. In all likelihood the State of Indiana would balk at financing it. Second is the announcement by Lake County officials that it would be impossible for Hammond and Lake County to pay for raising three bridges in Hammond to the proposed 28-foot clearance. Army engineers also have indicated that any further modification of plans in the War Department's waterway report, such as Chicago's request for a new lock, may jeopardize the entire program. The original Army report asked construction of a new lock in the Calumet River at the junction of the Little and Grand Calumet rivers.
