PANAMA PACT S CREDITED FOR ISOLATING WAR
Venture Seems to Have Proven Worth-while by Events Up to Now.
Times Special WASHINGTON, Dee. 1. — The Declaration of Panama, by which the United States and her 20 sister republics in Latin America are seeking to insulate the western hemisphere from the European war, <eems to have proved a worth-while venture from experience thus far, American waters have been free of “incidents,” although the war to date has been fought largely at sea. Ne incident of any significance has occurred since the adoption at Panama City in early October of the declaration which proclaimed a neutral or “safety” belt about the Americas and asked the belligerents to refrain from hostile activity in that zone. Other Factors May Be Involved
There may be other factors. But it is known that the belligerents have taken serious notice of the position proclaimed unanimously by the American republics at the Panama conference and that, though nothing publicly has oecurred lately, there have been diplomatic exchanges evincing a sympathetic interest in the American po ion As a result, further developments are expected that may lead in time and perhaps soon—to a recognition of the doctrine, though this depends on certain circumstances Just on the eve of final adoption
English Bemoan News Blackout
NEW YORK, Dec. 1 (U.P) .— The British magazine Picture Post has been conducting a “blackout” campaign against censorship. One the first page of a recent issue is a picture of a countryside at night. Out of the darkness rises a sign: “Keep out! This is a private war, The War Office, the Admiralty, the Air Ministry and the Ministry of Information are engaged in a war against the Nazis. Theyv are on no account to be disturbed. Nothing is to be photographed. No one is to come near.” On the following two pages, four big black blots mark “pictures we should like to publish.”
