Charges Managers Were ‘Stupid’ in Dealings With Workers.

By WALKER STONE : Times Special Writer MEXICO CITY, Nov. 30.—“No, we shall never return our oil industry to the management of the companies. They demonstrated they were utterly incompetent to handle their labor problems and get along with their workers.” The speaker is Eduardo Suarez, Mexico's Minister of Finance. What he said in an exclusive interview is presented here as the best obtainable Government statement on the oil controversy. The company managers were incredibly stupid,” he said. “They could have settled their strike and have avoided expropriation... Time “and again the oil workers’ union

the Government took over the oil companies reluctantly, as a last resort, because the recalcitrant companies forced the Government to take over. “True, industrialists here are having some labor troubles. But industrialists elsewhere are having similar troubles. This social -upheaval is world-wide.” But it will in time adjust itself, and capital will be invested and Mexican industry will expand. “Yes, we are going to balance our budget. We've accumulated a deficit of about 100,000,000 pesos in three years. For this fiscal year, ending in December, we will balance our budget or come close to it. Next year we are sure to balance it.” It could have been balanced last year, he said by cutting off public works. But the public works were needed, especially the irrigation projects. “No, we'll not increase taxes to balance the budget.”
