Nothing has been done about any of these save the utilities. The Securities ay Exchange Commission has been charged by Congress with the duty of simpli-

ity holding companies by compelling reorganizations in order to limit holding-company control to properly integrated geographical areas. That work has dragged along, partly due to the lethargy in the Commission but chiefly due to the resistance and hostility of the industry to the act. Now, apparently, a number of companies are disposed to comply. But the job of reorganization is a long and difficult one and it is a little late now to decide on compliance and hope for swift action. : » » » THE SEC HAS just reported the fact that there are at least 20 holding ‘companies with consolidated assets aggregating $6,500.000,000 which must be reorganized. It is obvious there can be no financing by such companies for expansion while these reorganizations are pending. Whoever stands in the way of ‘this reorganization now is making his contribution to the holding up of -recovery. The SEC points out also that 56% of all the preferred stock outstanding against holding companfes is in default and that 27% of the preferred stock of operating companies is in arrears. Now it must be perfectly obvious that an owning corporation which has defaulted on its preferred stock is in no position to go to the public in a disturbed world and ask for new money to make new extensions and to add to a debt which it is already incapable of meeting. 2 2 = = THE GOVERNMENT cannot be blamed for these defaults: In a great many cases—indeed a majority of cases—the operating companies owned by these holding companies are in good cohdition. But it is diffleult if not impossible to do anything for them as long as the system of which they are a part is in so much trouble. People do- not forget too easily the kind

Engle, Washington, assistant director of the Bureau of Foreign and Domestic Commerce, will confer with Indiana University officials next Monday and Tuesday on Department of :Commerce plans for establishing a clearing house for business research activities.
