MORGAN URGES DRIVE ON RATS
Clean Up Piles of Boards And Brush, Health Chief Suggests.
If there are rats in or around your home as there are in many an Indianapolis home, you may go a long way toward correcting the matter with a quick survey of the surrounding territory. Dr. Herman G. Morgan, City Health Board secretary, who estimates that rat population of the City to be as much as the human population, urged householders to take what action they can. He said that favorite breeding grounds of rats are under piles of boards and brush that may appear orderly from the outside but probably contain rat nests.
Urges Co-operative Fights
These should be destroyed, he said. The pile of boards may be in a vacant lot near your home. He suggested that neighbors join in expeditions to eliminate such breeding grounds. Dr. Morgan said that such proceedures will not materially cut the rat population of the city but they may drive the rats away from a given neighborhood. . Trapping rats is very difficult because they are pretty intelligent and very crafty, he said.

He estimated that it would require $25,000 a year for three years and then a permanent crew of exterminators to rid the city of rats, and pointed out that Indianapolis would be quarantined if it was a coastal

Only experts are notably successful at’ exterminating them, he said—experts who know their habits and know how to fool them. : There are many preparations that can be bought which are supposed to kill them. Members of the court have to read between the lines in many instancés to reach “a sensible conclusion of the laws.” The Chief Justice said the trouble apparently is the result of the multiple redrafting of scores of bills. “Often extensive research and careful thought has gone into the drafting of many measures before
