STRIKES LESSEN WITH NEW LAW IN MINNESOTA
Only 15 Listed Since Last April When ‘Cooling Off’ Clause Took Effect.
Editor's Note: There has been an unaccustomed quiet of late on the Minnesota labor front. To find out why Thomas L. Stokes went to St. Paul to look into the workings of the state's new labor law. Here follows the seeond of his dispatches.

ST. PAUL, Minn, Nov. 21.— During the first several months of operation of Minnesota's new state labor law, with its required “cooling off” period before a strike or lockout can be started, the number of strikes has diminished sharply. The violence typical of the State's labor disturbances in the past, particularly in Minneapolis, has ceased. Nor has there been one of those major industrial tie-ups which formerly projected the Twin Cities onto the front pages so often. For this era of comparative industrial calm the youthful Governor Harold I. Stassen, the Republican who ended Farmer-Labor domination of the state, gives credit to the state law which he sponsored, with its voluntary counciliation machinery and the “waiting” period —20 days in ordinary industrial disputes,” as much as 50 days in industries affecting public welfare.
Conciliation Used
Records of the State Labor Conciliator, who administers the act, show that 15 strikes and two lockouts occurred between April 26, when the law went into effect, and Oct. 18, One strike has started since. There have been many labor disputes in this period; 269 of them (involving 28,687 employees) were certified to the labor conciliator, but an overwhelming majority were settled by conciliation and arbitra-
“tion, without going to the strike or
lockout stage. Only 18 cases were still pending when this record was compiled. The 15 strikes and two lockouts involved only 1101 employees. This is only a six-month record.
But a comparison with previous

Similarly, unionization was handicapped by the recession of 1938 and by a reaction hostile to labor note in the 1938 elections, which must be borne in mind when interpreting strike statistics. Organizing activity, however, is going forward today in Minnesota. New unions are being installed, particularly by the A. F. of L., which is the dominent organization in the state. The C. I. O., according to Joe Van Nordstrand, state C. I. O. director, has not been very aggressive recently in Minnesota, because of disturbed conditions, political and otherwise. The 269 notices of disputes were filed with the labor conciliator — Lloyd J. Haney. Of these, 55 involved an entire industry in a locality and 214 involved

145 Cases Settled
The record shows that 145 cases were settled by conciliation through the labor conciliator. Of the 269 notices of disputes, 207 were strike notices from employee representatives, 58 asked for the assistance of the conciliator, two were lockout notices from employers, and two were requests for arbitration. In 169 cases the dispute was over negotiation of a contract. In 52 cases violation of agreements was charged. Speaking of the large number of allegations of violation of agreement, Mr. Haney charged that many, of these complaints were brought by unions hostile to the aet in an attempt to load up tlie labor conciliator and discredit the new statute.
