Blame It on the Budget Summer recreation workers are “pretty good, but they could be better,” members told Mr. Pangburn. The reason more experienced -emPloyees are not hired is the budget, they agreed. Jackiel W. Joseph, Board president, said he believed that the Department must pay salaries higher than $60 a month if it wants to at-

« tract.expeérienced people as summer , playground instructors. Instructors’ salaries, he said, will be raised to $70 a month next year if the State Tax Board approves the tlepartment’s budget. But this is still not enough, he added. :

“It's a Matter of Taxes’ “In the final analysis, it's all a matter of taxes,” Mr. Joseph said. ~ “People in Indianapolis are very tax conscious.” Mr. Pangburn suggested that it was the practice in other cities which also pay low recreation salaries to hire college juniors and senjors as summer playground instructors. “That's just exactly what we've been doing,” Mr. Joseph said.
