tional Municipal League meéting here tomorrow through Friday. Among the speakers scheduled to discuss the relief question are Charles P. Taft, Cincinnati, O,, chairman of the National Mobilization for Human Needs. He will address the luncheon session” of the conference Thursday on "A Practical Program for Relief.” - The convention to be held at the Hotel Severin, will open with a luncheon followed by a debate on Proportional Representation. F. A. Hermens, Notre Dame University, will oppose “P. R.,” and: Walter J. Millard, field secretary. of the National Municipal League, will speak in favor of the system. . : Governor to. Attend
