York Foreign Exchange. Wheat ruled about steady in slow trading on the Chicago Board of} Trade. At the end of the first hour | wheat was unchanged to up ! cent, Le corn unchanged to off Is cent, and oats 15 to 4 cent lower. - Small buying of wheat futures was based.on dry weather in the winter wheat belt, but total demand was light. The forecast was for continued fair conditions over most of the grain belt,
Cotton Futures Decline
Cotton futures were slightly easier in quiet trading today at New York, although buying by New Orleans and local professionals gave the market a relatively steady undertone. ‘Opening declines ranged from 1 to 5 points. Easiness reflected the trend in Liverpool where the market worked lower in fairly active dealings. Cocoa futures reacted 1 to 7 points on profit-taking. Moderate liquidation and professional selling forced rubber futures down 5 to 35 pbints.;

DISCOUNTS HELP OF STATE MONEY
Survey. Claims: Increase Means Higher Assessments For Local Taxpayers.
‘NEW YORK, Nov. 14 (U..P).— State .aid is “no magic source” of revenue for local governments and
cial support brings higher assessments for the local taxpayer, ‘the Citizens Public Expenditure Survey said today. State aid in New York has increased from $84,708,000 in 1929 -to $198,874,000 in 1939, a rise of 138 per cent, the survey said. “This money, W which goes to localities,” it ‘added, “is ‘provided . by direct special taxes and other faxes and by state borrowing, which in the ‘final analysis must be paid by the: citizens locally. ; “Because the state has taken over the supervision of functions previously carried by local government and has had to raise more and more money to allow the maintenance of ‘minimum programs’ by local communities, does not mean local taxpayers and citizens have been relieved of the cost of state aid. The cost has simply shifted from one government agency to another and the citizen still pays. “While local communities have received large sums in state and Federal aid, local taxes and borrowing have not receded but, on the contrary, have increased,” the survey concluded.

TRADE NEWS
NEW YORK, Nov. 14 (U: P.).— An increase of 28 per cent in textile mill activity during the first three quarters of this year, compared with the corresponding period of 1933, shows definitely that the improvement set in long before the outbreak of war, Douglas G. -Woolf, editor of Textile World, said todag in the November issue of that publication. “The debate goes on as to how ‘much of the boom is ‘natural’ and how much is war stuff,” he said. “Obviously, there is no answer. However, it is interesting to look back over textile activity thus far this year and to recognize how sharp the improvement over 1938 has been.”

knows where to strike @ Fire seems to know. It singles out for destruction the buildings that’ Ne not prepared to meet it. Mutual fire insurance companies help their polikyholders to avoid fire by point--ing out hazards and indicating the pre- | cautions that should be taken to head off fire. Trained fire prevention engineers survey and inspect mutually insured properties periodically to maintain the standard required, of mutual risks but their attitude i is one of helpfulness and co-opera-tion, This service “benefits the ‘policyholder. i of a mutual company in many ways for it not only insures the continued use of the property but it makes possible the savings which have been returned to mutual policy- ~ bolders Jor years without interruption. The ) resident agent of “Grain Dealers Mutual’” listed below can explain how © $17,000,000 have been saved and re‘turned to policyholders s since the organ. i ization bof the company.
