The statute under which he was interned sanctions his release if bail can be provided. . Judge Bradshaw ordered an investigation after questioning the legality of the internment. He declared there apparently is a sharp conflict: between the - illegitimacy statute as it applies to a juvenile and the Juvenile Court act.

Judge Bradshaw said the Juvenile: Court act invests in Juvenile Court exclusive jurisdiction in cases of boys under 16 and girls under 18 in all offenses, with the exception of offenses whose penalties are life imprisonment or death. The same act also mandates Juvenile Court to investigate cases of juveniles charged with any offense. It is under this provision that Judge Bradshaw said he had ordered the investigation. “There is obviously a conflict here,” Judge Bradshaw said. “The issue is confused because the statute under which the boy received the sentence is neither - criminal nor civil but rather a quasi-criminal procedure. The Juvenile Court Act states that the Juvenile Court shall have exclusive jurisdiction in all offenses.” ; Convicted Previously
The issue was confused further with the disclosure that the .same youth was found guilty on a contributing to delinquency charge in connection with the same alleged offense in Juvenile Court previous to the Circuit Court action. “It appears on the surface that the same case may have been adjudicated : twice,” Judge Bradshaw said. Mr. Farb declared that it is the custom in such Circuit Court cases that where a Juvenile is involved, Juvenile Court representatives are called. This is because of the possibility of prosecution under a delinquency statute, which involves all offenses committed ‘by juveniles. He said that in the case in question he believed that Juvenile Court was represented. . The investigation ordered by Judge Bradshaw was. being conducted by Mrs. Ethel Crawford, probation worker, who, records showed, had handled the youth's case when it appeared in Juvenile Court.

Clermont residents are expecting a fair-sized building boom to follow construction of a $40,000 public water supply system authorized in the town election Tuesday. : First definite step toward making the proposed waterworks a reality will. be taken at the Town Board meeting Monday night, -when it is expected the board will ask for construction bids Dec. 4. At the same time it is scheduled to prepare for issuance of revenue bonds to finance the program. Already the board has received contracts for furnishing water to 88 of the town's 135 houses.
150 New Houses Expected
Seven or eight new houses have been built in the town this year, and a number of persons have revealed they are planning to build next year as a result of the projected public water supply. Donald Good, Town Board president, said he expects 15 or 20 new houses to be built. z Besides giving the town a reliable water supply, the new system will give it, for the first time, adequate fire protection. In the past, residents have had to depend on hand fire extinguishers and on assistance from the Indianapolis Fire Department for fire protection. The only drinking water available has-been from dug wells, most of them only about 15 feet deep. Dream of Many Years .A public water system has been a dream of the town for many years, but the movement didn’t make much headway until this fall when many of these private wells went dry during the long rainless period. The plans call for a deep driven well, just south of the town, and operated by an electric pump. A 60,000-gallon storage tank, 100 feet above the ground, will provide pressure. The tank is to be located in the rear of the Red Men’s Hall. Construction plans call for 21 fire hyd . Organization of a volunteer . fire department under the leadership of the town marshal, Arthur Grayson, is. to be started soon.
