Included in the league’s supporting program are the extension of the Federal merit system to positions exempt by law and various items in the field of foreign policy. The national league has supported a repeal of the arms embargo and substitution of a “title and carry” plan during the recent special session of Congress. In a statement received by Mrs. Clarence F. Merrell, president of the Indiana league, from Miss Marguerite M. Wells, na-
‘| tional president, Miss Wells said,
“By action in the House, the Congress has passed ‘legislation restricting America’s rights as a neutral fo an extent probably unprecedented by any other neutral during a war. : “So far as is humanly possible, our people are now protected from incidents likely to excite them to war. There will still be risks. No government can remove from its people all risk of taking action against their own better judgment.
In the last resort in this, as in|
other matters, people must depend on their own self-control. “Debating over revision of the Neutrality Act has been accompanied by shouting and tumult inside and outside Congress. Let us now hope that even half the energy and feeling spent to ensure our immediate protection will in the future go toward playing our part in efforts to abolish war as a national policy from the face of the earth.”
