WASHINGTON, Nov. 7 (U, P.)— The Government today advised aircraft manufacturers that it is applying the old World War espionage act to assure stringent control over
the civilian aeronautical industry. At the same time the War and Navy Departments announced that
they were removing one bar to foreign purcnases of military aircraft here by waiving the present regulation forbidding sale of new models for 18 months after their initial production. . The newlyapplied regulations, officials explained, are sufficient to halt any leaks of vital military secrets. Under this policy the War and Navy Departments, in the interest of national defense and to keep military secrets, are privileged to reject any item of equipment for sale to a foreign government and the State Department would deny a license to export that commodity. The War and Navy Departments virtually are given a free hand to determine what airplanes and aeronautical equipment may be released by manufacturers. Application of the old regulations has been approved by War Secretary Harry H. Woodring and Acting Navy Secretary Charles Edison. The order was { dispatched to aircraft manufacturers for “their guidance” in” filling [the expected - flood of n war plane orders arising from repeal of the arms embargo. The regulations require that manufacturers report full details to the two departments on all negotiations with foreign governments and domestic civilian customers. The military authorities then would advise the manufacturers what types and items of equipment they can or cannot sell.

BROOKSIDE DRAFTS PLAN FOR RAILWAYS
A meeting of the Brookside Civic League will be called within the next two weeks to outline its proposals for better East Side bus and trolley service, William M. @alvin, League president, said today. At a League meeting last night, final action was delayed until residents agree on details of a proposal to be submitted to the Board of Works and the Indianapolis Railways. Charles W. Chase, Indianapolis Railways president, told one group last week that the company is willing to co-operate.

Complaints Received “In the poorer districts of Indianapolis there have been many cases where inhabitants have not been able to sleep for the noise and nuisance of rodents. The situation will grow more serious if it is not rectified.” City health authorities have received complaints on rats from residents in the vicinities of 42d St. and Boulevard Place; 46th St. and College Ave.; Broad Ripple; 49th St. and the Monon Railroad; the Mayer Chapel District and 25th St. and Ralston Ave. “Committee members do not want to increase the already heavy tax burden but feel that ignoring the rat situation constitutes false economy,” Mrs. Fisher said.
