New Test Reveals Presence of Syphilis in 20 Minutes, Is Claim.

State Official Denies Undue Delay in Installation ~ At Crossings.
The South Side Civic Club, which has been seeking .for months to eliminate traffic hazards at South Side railroad crossings, will meet at the South Side Turners’ Hall at 8
p. m. tomorrow with the assurance that safety signals are to be installed “as soon as possible.” Answering the club’s recent charge of delay of installation, Fred Kellam, State Highway Commission design engineer, said lights for three intersections have been ordered, but installation usually requires about four months He denied unnecessary delays. The club. has demanded removal of center lights on concrete posts at the Madison Ave. intersections with the Pennsylvania and Belt Railroads and at the Southeastern Ave. crossing of the Pennsylvania and Baltimore & Ohio ‘Railroads. During the year four fatal and 19 other crashes have occurred at the Ma Ave. crossing. To (eliminate that hazard, the Club that the new lights be installed at the curb. ' Plans for the equipment at Southeaste¥n Ave. and the Pennsylvania and B. & O. Railroads have been completed, but not approved formally by the railroads. Materials have been ordered for the lights on Madison Ave., but Mr. Kellam said there might be some delay because of war orders. ~ He said the railroad’s plans for the lights at Madison Ave. and the Pennsylvania Railroad were to be received in a few days. The four or five months necessary for designing and approval is due not so much to the exterior de- - sign of the signals, but to the wiring system that must be planned, Mr, Kellam declared. Most lights have been standardized and ‘the new ones will have larger lenses, will give more light and will have a black disc behind the light.

Improve Livestock Strains
WASHINGTON, Nov. 2 (U. P.).— Agriculture department scientists have announced the successful conclusion of a five-year experiment in artificial breeding as a means of improving livestock strains. Experiments begun in 1634 were said to have shown that artificial insemination of cattle, swine, sheep and work animals is a practical and economical method for spreading the influence of good sires. The Department has decided to sponsor this method on a nationwide scale in co-operation with livestock breeding associations. Already, 15 government-sponsored associations have been established and others are being formed. The new method, the scientists said, makes it possible to’ extend the influence of good sires from 10 to 20 times beyond that possible by natural mating. A higher percentage of desirable offsprings also is obtained, they said.

CAMBRIDGE, Mass., Nov. 2 (U. P.).—Existence of two high-tem-perature layers in the stratosphere has been shown by the flaming paths of meteors, according to Dr. Fred L. Whipple of the Harvard observatory. The astronomer said that the
