LEWIS FIGHTING | ‘TO KEEP PLAGE ON BANDWAGON
+ Te : [C. I. 0. Attack on Agencies
Too Apt to Be Taken As F. D. R. Bolt.
By LUDWELL DENNY Times Special Writer WASHINGTON, Nov. 2-—Th C. 1. O. attacl: on the U, S. Maritime Commission of Commerce Department, John L. Lewis’ fourth blow at the Administration in three ‘weeks, is too easily interpreted as a political bolt from Roosevelt. Mr. Lewis is fighting for his seat of power on the Roosevelt bandwagon from which he is being ousted. He is on the defensive. His objection earlier this week to the proposed Western progressive conference was that labor (meaning Lewis) ‘had not been consulted. In demanding an investigation rr 38 the Sreritme YI Denny Commission, Mr Lewis’ committee charges it with anti-labor policies.
Attacked NLRB
Similarly the C. I. O. in its threat to the Senate Labor, Committee to support repeal of the Wagner law, attacked the National Labor Rela-
ruled against the C. I. O. in some cases. The gist of the Lewis crit= icism of the Social Security Board, three weeks ago, was that it did not co-operate with the C. I. O. Clearly Mr. Lewis intends to fight the New Deal -all along the line where C. I. O. policy is ignored. But it is significent that Mr. Lewis, instead of attacking the President, charges that the pilloried New Deal agencies and New Dealers are misrepresenting the President. Thus the Maritime Commission is blamed for not carrying cut the Roosevelt policy, and the organizers of the Western Progressive Conference are accused of acting without the President's approval.
Lewis Not Consulted
It is true that Mr. Lewis is not being consulted and has less power in New Deal agencies than formerly. Certainly it is not surprising that he resents this and is: making as much noise as posible to get back on the inside. And it is good policy to hit at the Roosevelt aides rather than at the boss in the White House. May be this can force a deal with the President. Of course if the President continues to ignore him in administrative and political policy, Mr. Lewis in the end might withdraw C. I. O. political support from the President. But if and when that time comes, it will not be easy. Much of the C. I. O. rank-and-file is described as pro-Roosevelt as it is pro-Lewis. Anyway, if Mr. Lewis bolted Roosevelt's New Deal garty where could he go? He has burned his Garnercrat and Republican bridges.
