In: its current monthly review of market conditions, the bank ‘stated that the conflict abroad still is<an important factor in the market outlook, but noted that the first shock resulting from the outbreak of war appears.to‘have been assimilated. The bank pointed out that~Gov ernment and other high-grade bonds scored an “irregular but substantial recovery” in October and that stocks and lower-grade bonds .showed ig

Decline of War's Effect On Money Market Noted
vestment buying of high grade securities was resumed on a mu te scale by banks and other inv institutions.” Commenting on the action of the stock market in October, the reserve
bank called attention to :the fact|-
that industrial activity during the month was at about the highest levels of the last 10 years, while the
prices of industrial stocks remained :
nearly 30 per cent below the highs established in the first quarter of 1937. Railroad stocks, it added, were nearly 50 per cent below the 1937
aks. This hesitancy, the - review de-
claréd, “apparently reflected less ‘op-|
timistic estimates as to the influence of war demands on business in this country, regardless: of the outcome of neutrality legislation, and fear that if no material expansion of export business develops within the next few months the growing -domestic demands may not ‘be sufficient to sustain industrial activity
at the levels reached in the fourth |
quarter of this year.” = '-
