Bigelow's Plan Calls for Financing Through Tax On Land.

COLUMBUS, O., Oct. 20 (U. P.) — Ohio is in the midst of an intense election contest over the Bigelow “$80-a-month” old age pension plan. This plan is part of two proposed constitutional ‘amendments of tremendous importance to the state’s tax and financial structure and the

future of traditional lawmaking |

processes. The minister-politician, Herbert S. Bigelow, of Cincinnati, a former Democratic Congressman; exponent of novel political doctrine and practices, has assured his amendments a place on the ballot at the Nov. 7 election through initiative petition signed by more than 250,000 electors, He proposes: To guarantee a $50 monthly income to:every single person except criminals past 60 “who are retired frém gainful occupation as wage / eamers” and $40 to each member of ‘a married couple in like circumstances. | u Land Tax Proposed

To finance the pension | payments a special 2 per cent tax on land valued at $20,000 or more an acre and a state income tax of gne-fourth thé amount of the Federal income tax. - | To reduce to 100,000 the number of “nameés:needed in the future on initiative petitions to qualify a proposed constitutional amendment for a vote at the polls. To reduce 50,000 number of names néeded on petitions to initiate a law so far as placing it before the voters and to| eliminate entirely the present requirement for submission of such initiated bills to the state legislature.

Bigelow contends that the State would , pay pensioners the difference between their present income and the amount guaranteed. Some opponents have interpreted ° his amendment to. mean that $50 or $40, as the case might be, would be: paid- to eligible applicants regardless of ' ‘independent income The pension amendment says: “All citizens of the State of Ohio of the age of 60 years or over who are retired from gainful occupation as wage earners who are not under conviction for crime, are guaranteed an income of $50 a month, .except that “all married couples living together are guaranteed an income of $40 a month to each person, which income in ‘either case shall consist of pension payments. by the State, supplementing all other sources of income.”

bating the Bigelow proposals, but it has siice given way to the Ohio Emergency Committee, a citizens’ group which draws its financial support from a number of business and civic organizations. These elements insist that the pension scheme would be ruinous to the State, that the taxes proposed not only would bear heavily on all classes, but would be inadequate to meet the financial demand. It likewise contends that the liberalized initiative plan would destroy orderly, representative government. = Purthermore conservatives believe the plan would open the door for any and all pressure groups to put their projects on the ballot with comparative ease. All sorts of estimates have been made of the cost and the revenue producing possibilities under . the proposed system. The State taxation department, however, has submitfed an official estimate that the cost .of the pensions together with administration would amount to $310,000,000 in 1940.
