Political Dynamite Seen in Proposal to Ease Tariff With Argentine.

Argentina. Secretary of State Cor-|-
dell Hull, sponsor of tariff reciprocity, is fully aware of that iact. The nature of the political dynamite is manifest in the protest from Western members of Congress against tariff concessions on a number of products which Argentina already sells here in some quantities—principally canned beef, casein, flaxseed, wool and hides. This sectional interest. shared by Democrats as well as Republicans, reveals the inconsistencies always observed when the tariff is concerned.
G. O. P. Seeks Opening
The Democratic Party stands for ‘the reciprocal philosophy in principle. Republicans have fought the reciprocal _ tariff, though by no means unanimously. Some Republicans would like to do away with the reciprocal tariff principal and go back to the old + log-rolling, last seen in consideration and enactment cf the HawleySmoot tariff, which many eccnomists blame for tlie big loss in our foreign trade. Secretary Hull braves the obvious political dangers because of the importance of the Argentine negotiations to the ‘good neighbor” policy, through which he hopes the United States can capture much cf the Argentine trade lost by Germany because of the war. The Administration also has another aspect of its reciprocal policy in mind—the interest of consumers in the United States who will benefit from a more liberal tariff policy in reductions in the cost of living. Confusion has been thrown about the Argentine negotiations. The agitation seems designed to arouse fear that the American cattle producer is threatened. As a matter of fact, no fresh beef can be imported from Argentina because of the embargo imposed in sanitary provisions of the HawleySmoot Act, and a tariff treaty will not even touch the matter of fresh beef. Much to-do has been made about Argentine imports of canned beef. Secretary Hull has sought Senate ratification of a sanitary convention with’ Argentina, signed. in 1935, which would revise the Hawley- * Smoot ban against products from a whole, country in any one area of which infection is found. The revision would:ban only products from ‘actually infected areas. ‘Teh Hawley-Smoot ban is, in effect, an embargo on Argentine fresh beef. It was so intend=sd. It covers .all * Argentine ~meat because foot-and-mouth disease has been found in some sections of that country. If .the sanitary convention were ratifizd, it still would not admit Argentine beef, aceording ta experts, but only would permit the entry of meat products from Patagonia—lamb and mutton, and not much of that, because of the price. The new sanitary convention at present is sleeping in a Senate Foreign Relations Committee pigeonhole, -
