2 PEORIA, Ill, Oct. 19 (U. 'P)— Agriculture Secretary Henry A. Wallace predicted last night that the Agriculture Department’s four new research laboratories would be of special significance in development of substitutes for raw materials which the United States may not be able to import because of the European War. The laboratories are under construction at New Orleans, San Francisco, Philade]phia and Peoria. He said the states to be served by the Peoria laboratory would include Ilinois, Indiana, Iowa, Wisconsin, Missouri, Kansas, Nebraska, the Dakotas, Minnesota, Michigan and Ohio.

COYOACAN, Mexico, Oct. 19 (U. P.).—The joint divorce petition of Diego Rivera, world famous painter, and his wife, Frida Kahlo, was filed today in Civil Court, which can grant a decree within a month.
It will be Rivera’s third divorce and one, he said, that would be “purely a matter of legal convenience in the spirit of modern times, ‘since there has been no change in the magnificent relations between us and we are doing it in order to improve Frida’s legal position.” Senora Rivera, also an artist, disclosed at her home here that they have been separated five months. She said their “difficulties” began soon after her return from Paris and New York, where she exhibited her paintings. Rivera, interviewed in his San Augor studio with a monkey on his shoulder, said: “There were no sentimental, artistic or economic

Demands Justice Department Either Quit Party Jobs or Federal Service.
By CHARLES T. LUCEY Times Special Writer WASHINGTON, Oct. 19.—Attorney General Frank Murphy moved today to tighten enforcement of the Hatch clean politics law with a demand that officials of the Department, of Justice resign all political party offices or quit Federal service.
Thes decree went to United States attorneys and their assistants and to marshals and deputy marshals. Mr. Murphy also revealed that bis department is studying possible extension of the Hatch Act, which prohibits political activity by Federal employees. This study is being

Legislation already before the Senate would extend the ban on political activity to state employeres paid partly by Federal funds, and according to Senator Matthew M. Neely (D. W. Va.), its sponsor, it will be taken up early in 1940. Thousands of employees in state highway departments, social security divisions and other agencies aie paid in part] with Federal money.’ A circular sent to the district attorneys and marshals, signed by Edward G. Kemp, assistant to Mr. Murphy, pointed out the Hatch Act stipulates that no officer or -employee in the executive branch “shall take any active part in political management or in political campaigns.” The letter advised the officials that for any employee to hold any office in a political organization or club, or to be a member of any ccmmittee of such groups, is deemed a] violation of this provision.

“You are requested toacknowledge receipt of this circular immediately,” Mr. Kemp wrote, “and in the event That you have been holding offiice in any political party organization or political club, or membership in any committee of any political party organization or political club, to state whether or not you have resigned therefrom. and the date of such resignation.” It was understood some officials have been negligent in answering inquiries by the Justice Department
as to their political status, and this|||
was taken to mean Mr. Murphy will tolerate no further delay. Mr. Murphy said the department considers the Hatch Act a ban on
