. Force Comes From Both “1 Right and Left; War mit Attitude Feared.

ix WASHINGTON, Oct. 19.— Mr. © Roosevelt faces an encircling move-s .. ment from Right and Left to cut -> off Presidential emergency powers. =5:'This pincers movement has grown =" since Attorney General Frank Mur- _ phy refused to comply with the ~ Vandenberg resolution, but. listed 100 laws granting the President such powers in addition to undefined constitutional authority. Those who would limit the President, or set up counter - balancing Congressional agencies, range from libHh eral . isolationist Mr. Denny Senators and Dr. Charles A. Beard on the Left to the Gannett National Committee to Uphold Constitutional Government and the Republican Presidentidl aspirants, Senators Robert A. Taft of Ohio and Arthur H. Vandenberg of Michigan, on the Right. This diverse drive from several sides of course is provoked now by the war situation. But it also goes back, for the conservatives, to the Walter-Logan bill of last spring to reverse the long trend of American Government vesting powers in administrative agencies.

Fear Pro-Allies Sympathy

Among those who distrust Mr. Roosevelt in a war situation are many who were ready to give him a blank check:for the domestic New Deal. But whether friend or foe of the man in the White House, these critics fear his open pro-Allies sympathies are so strong they may ensnare him and the nation. Also they are troubled by the Rooseveltian love of the spectacular, made famous by Theodore and more so by Franklin Delano... Specifically some of them think there was too much stunting in the Declaration of a Limited Emergency, the War Resources Board incident, and the Declaration of Panama (hemispheré safety zone). From another direction come the political movements. Though the National Committee to Uphold Constitutiondl Government is bi-parti-san in membership, it has been definitely anti-Roosevelt on a much wider field than this particular emergency issue.

Hamilton for Curb

As for the Republican Party, in addition to its two leading Presidential aspirants, Senators Vandenberg and Taft, its national chairman, John Hamilton, wants to curb the President’s powers. So do Allen W. Dulles of New York, former aid to Charles Evans Hughes in the State Department, Rep. John Taber of New York, ranking member of the House Appropriations Committee, and many other Republican leaders. Admittedly the Republicans. need a campaign issue—with the Gallup Poll showing 65 per cent of the voters now predjcting a Democratic ivictory in 1940. Since-the war emergency and Stand-Behind-the-Presi-wdent psychology is credited with the “upswing in Rooseveltian popularity, it seems clever and just to some Republicans to reverse this same wemergency psychology .into fear of “White House dictatorship.

Powers Listed

Among the numerous emergency’ powers of the President, apart from the greater undefined constitutional authority, are his rigiats to: Regulate Federal Reserve and foreign exchange and monetary transactions, place retaliatory trade restrictions, suspend trading on security exchanges, suspend sugar quota laws, buy Army supplies without advertising for bids. Take over certain power houses and reservoirs and regulate electric power production and distribution, decree Interstate Commerce Commission priorities, requisition American ships or forbid their foreign transfer.
