DIES REQUESTS "YEAR EXTENSION OF COMMITTEE
Asks ‘Ample Appropriation’|
To Carry On Work of Investigation.
WASHINGTON, Oct. 17 (U. P.).— The Dies Committee placed before the House leadership today a formal request for a one-year extension of its investigation of un-American activities and the appropriation of additional “ample furids” to carry on the work. The resolution urging constinuation off the Committee’s activities was adopted during an executive session late yesterday, attended by four of the Committe’s seven members—Chairman Martin -Dies (D. Tex.) and Reps. Jerry Voorhis (D. Cal), Joe Starnes (D. Cal.) and Joseph E. Casey (D. Mass). Reps. J. Parnell Thomas (R. N. J.), Noah Mason (R. Ill) and John J. Dempsey (D. N. M.) were absent. The Committee was established by a spegial House resolution early in 1938, and given $25,000. Last February, its life was extended until Jan. 3, 1940, with an additional $100,000 appropriation.
Seeks Immediate Action
The Committee's resolution seeks immediate action on its request, although the Administration has requested that no legislative action be taken in the House while the Neutrality Bill is pending in the Senate. President Roosevelt has expressed “hope no legislation other than neutrality will be considered during the special session. “The Committee,” Mr. Dies said in a formal statement, “has many im-
portant witnesses who should be]. -
heard but who cannot be called in the limited time remaining under the present resolution. “As a result of the international situation, the Committee has hundreds of important leads which should be developed but cannot be developed until it is given more time and funds.
Claims Vital Information
“The Committee is in possession of vital information which affects our national defense, and which the Committee has just come into possession of, but which will take.considerable time to properly develop and expose. “The Committee. is reliably informed that there are many important witnesses that have heretofore been reluctant to testify but who will be willing in the course of the year to disclose far-reaching information with regard to subversive activities, propaganda and espionage. “In view of the war and the critical situation that prevails throughout the world, it is believed that this Committee can and will serve a necessary function which no other governmental body is now constituted to serve and that some witnesses are more willing to cooperate with the Committee than with any other governmental agency. Says Attitude Changing
" “Due to many factors, persons who have heretofore been antagonistic to the Committee or who - have been reluctant to testify are “ changing their attitude with the result that the Committee is assured that in the event of its continuation it will be in a position to unearth and make public information and facts that have not heretofore been ~ disclosed. “The democratic alternative to the methods of dictatorship and suppression in dealing with subversive activitics is fearless exposure through the fullest publicity but at the same time the Committee believes that it can recommend helpful legislation that will in no sense violate the. bill of rights after all the facts have been thoroughly brought to light.”
RUSSIA REAFFIRMS PROMISE TO HITLER
MOSCOW, Oct. 17 (U. P.).—Although the Soviet Union remains neutral. in the European war it reaffirms . its pledge .to supply raw materials to Germany, the official Government newspaper Izvestia said today. The newspaper also caused speculation when it said: “The expanding European naval warfare has. compelled the Soviet union to strengthen its fleet considerably.” It was not indicated whether plans provided ‘for the Soviet Baltic fleet to co-operate with Germany. Izvestia said also that the British
. blockade of Germany is ineffective
because control of the Baltic permits the Reich té continue to receive Swedish ore.”

U. S. INDICTS 13 MORE IN SOUTH
Reference to Machinery Bought Here Included in Louisiana Cases.
NEW ORLEANS, Oct. 17 (U. P). —Former Governor Richard W. Leche and Speaker of the Louisiana House Lorris M. Wimberly were among 14 persons indicted today by two Federal grand juries on charges of using the mails.to defraud. Ex-Governor Leche and seven others were indicted by the grand jury in New Orleans, Mr. Wimberly and five others were indicted by the grand jury at Monroe.
Six Others Indicted
Mr. Leche and William G. Rankin, former State Conservation Commissioner, were indicted here on charges of using the mails to defraud in the purchase of a gift yacht for Mr, Leche’s private use with Conservation Department funds. The yacht, presented Mr. Leche in New Orleans last Dec. 6, ostensibly was given by admiring citizens. A few weeks ago the resigned Governor gave the Conservation Department a check for $11,000 as reimbursement for the yacht. The other three indictments returned here involved WPA labor and material allegedly diverted by former Building Superintendent George A. Caldwell of Louisiana State University. Six Bienville Parish and State officials were indicted by the Federal Grand Jury at Monroe.

They were indicted on charges of using the mails in an attempt to defraud the parish of $23,500 in the purchase of farm machinery and equipment in 1935 and 1936. The indictments set out that the police jurors individually bought the machinery from the J. D. Adams Co. of Indianapolis, Ind., at an invoice of $38,666.75. The Government contends the money was to be paid out of income from renting the machineéry to farmers in the respective wards of the jurors.

MECHANIZED FORCES of the City. Fire Department have -executed a “blitzkrieg” in pigeon territory on the City Hall roof, according to a communique issued today by Chief Fred C. Kennedy. Armed with an aerial truck and pumper (1905 models) and brooms, the firemen began hostilities at 6 p. m. yesterday, after City Hall employees and other noncombatants had been evacuated. Swarming up the building, they “advanced deep into pigeon territory. After a few reconnaisance flights, pigeon forces retreated in confusion. Firemen said there was slight resistance, mostly from the wind.
