| Secretary- Treasurer Retires Few: Hours Before Conventio Elects Officers.

CINCINNZ TI, Oct. 12 (U. P.)— Frank Morrison, white-haired, 80-year-old, secretary-treasurer of the American Federation of Labor since 1896, today announced’ his retirey | ment from active service. Mr. Morrison made his announcement to the 59th A. F. of L. convention only a few hours before the delega elected their officers for 1940 as a special order of business. = | He said that the retirement has been considered “for a long time,” that he hoped his replacement by a younger man might be of assistance to the Federation. SAN FRANCISCO, Oct. 12 (U. P.). Leaders re the Congress of Industrial Organizations were silent today on President Roosevelt's latest appeal for peace between labor’s two highest| ranking organizations. President John L. Lewis gave no indication any action was contemplated toward another harmony conference with the rival American Federation of Labor. Remarks of other C. I. Q. officials attending the €. I. O. second constitutional convention indicated an intensification of the present strife between the two groups might be expected. The convention entered its third day with solid indorsement of a resolution charging the Wage-Hour Administration with failure to provide a basic wage structure and demanded a raise in minimum standards.

Ts File Out, Ceiling Crashes

LUCERNE, Ind. Oct. 12 (U.P.). —Miss Frances Rampley, teacher of the fourth and fifth grades in the Lucerne school, was startled at hearing a ripping sound in the ceiling of the schoolhouse. Hurriedly she marched 37 pupils from ‘the room. A moment after the last one had filed outside the plaster and steel lath of the ceiling crashed to the floor. Officials said had it not been for Miss Rampley’s presence of mind, many of the pupils undoubtedly would have been injured or killed. An immediate examination of other rooms in the building was started.

WINDOW WASHERS

PROVIDENCE, R. I, Oct. 12 (U. P.).—A new ordinance providing protection for window washers places responsibility not only on building owners, but on the cleaners themselves. It provides that buildings whose windows are washé&l shall be equipped with anchors built into the wall to the city inspector's specifications ‘and that window washers shall use safety belts which fit into these anchors.
