WASHINGTON, Oct. 12.—The United States Government, which

has been playing helpless bystander during the international oil dealings of William Rhodes Davis, appeared today to have obtained a means of checking on future activities of the New York broker. State Department officials said that, under new emergency regulations intended to cut down travel

If his passport has been “snatched,” Mr. Davis will find it necessary to explain the nature- of his business before he can make another trip to Rome, Berlin or any other point in Europe. - NOBLESVILLE, Ind, Oct. 12 (U. P)—D. OC. Stephenson, former grand dragon of the Ku-Klux Klan in Indiana, was- considerably improyed today. He suffered an attack of Gallstones that prevented his appearance in court on the last day of a hearing on his motion for a new trial. : Dr. J. D. Sturdevant said he was improving rapidly and that an operation would not be necessary in the near future unless the former

Klan leader suffers a recurrence of the attack. Stephenson was convicted of the murder of Madge Oberholtzer in 1925 and sentenced to the State prison for life. Judge Cassius M. Gentry will rule in Hamilton Circuit Court Oct. 17 on the new trial plea.
