Plans for a test installation o parking meters . throughout th downtown mile square area Wwe being drafted today. The Safety “Board yesterday rejected ‘a plan to install the meters in a limited area. Objections to the use of a.lim ited area for the test were made by Donald Morris and Frank Ross, board members. Both said the effect of the meters in correcting downtown parking abuses and facilitating traffic movement could be determined only [through the use .of the mile square as a testing ground.

Johnson = asserted that groups of individuals have been using downtown streets: “as free parking garages.” Those in one group, he said, manage to park all day by trading spaces to avoid fines for overtime parking. Members of another group, he said, systematic- " ally erase chalk marks put on tires by police patrols. Final Plans to Be ‘Submitted These practi could be: partially eliminated, he laid, through installation’ 'of ‘the 1 pers which would give a signal: parking time had expired. Final plans will be. submitted to the Board within the next three - weeks, Capt. Johnson said.

STATE MODERNIZES CRIMINAL RECORDS

Streamling State Police criminal records on a pattern established recently by the Federal Bureau of Investigation was started today by Capt. Walter Eckert. ’ Details of the new system were obtained by. Capt. Eckert last week when he attended a training course at the National Police Academy directed by the FBI “Types of crimes will be classified in order that the files will show . characteristics of a criminal’s methods,” Capt.
