Observers Link Johns Woodring Tiff With New Deal Split.

It was said to be a manifestation, concentrated in these two official personalities, of the continuing dis"agreement between the “ultra” New Dealers, as represented by “Tommy” Corcoran, and the more conservative Democratic elements. . The “ultras” are backing © Secretary Woodring, it was stated, while the conservatives favor Mr. Johnson.

Investigations since have shown that the book, “Adjusting Your Business to War,” written: by Leo M. Cherne and by the Tax Research Institute of America, was based on the 1936 revision of the plan, printed . copies of which bear the joint approval of Secretary Woodring and the late Secretary of the Navy, Claude A. Swanson. Revision Followed Book e book was published in ' February of this year, while the 1939 revision of the mobilization plan was completed several months later and has not yet been printed. The 1939 plan bears the approval of Mr. Johnson as acting Secretary of War, and of Charles Edison, as acting Secretary of the Navy. Mr. Johnson’s foreword to Cherne book lists, learned from the World War, “that temporary executive control and coordinating agencies must be set up to act for and under the President, with delegated war powers which expire with the close of the emergency. Such -delegated war powers thus do not tend to per- - petuate themselves as might be the case if such war powers were given by legislation to our existing peacetime Sovernment agencies and departments
