100 JAPANESE RESIGN

FOREIGN OFFICE JOBS

TOKYO, Oct. 5 (U.-P.)—More than 100 officials and other employees of the Foreign Office resigned today in protest against the formation of an independent Trade

Ministry. The resignations were based on the Government's alleged failure, by forming the Ministry, to unify the diplomatic administration. First Shikao Matsushimo; Commerce Bureau director, and six chief officials of the Bureau, offered their resignations. They accused Admiral Kichisaburo Nomura, Forejgn Minister, of bad faith in approving the Trade Ministry plan, announced yesterday without consulting his subordinates. A few hours later, more than 100 additional employees resigned. Foreign reports that Japan had denounced its anti-Communist agreement with Germany and Italy, in view of the Hitler-Stalin partnerghip, were denied.
