U, S. STEERS FROM WAR PROVOCATION

WASHINGTON, Oct. 5 (U. P.)— The United States is seeking to steer a cautious course away from the type of incidents that led to involvement in the World War—attacks on its merchant ships—but is relinquishing none. of its rights as a neutral nation. Warnings to merchant marine re-

|ceived from European belligerents

are being passed on without comment to American steamship lines by the State Department. Secretary of State Cordell Hull issued a new warning to American ships yesterday to stay out of European belligerent zones, but emphasized that-this Government does not recognize the legality of “unrestricted interference” with its shipping—A hint to all belligerents that attacks on U. S. ships would be firmly opposed. Germany .has sent several warnings to shippers, the latest of Oct. 2 constituting a general warning against American shipping’s acceptance of convoys, traveling uneven courses, or taking other measures that might lead to mistaken identification. Germany also has advised this Government of mined areas in the Baltic. France informed the U. S. that its navigational lights were being dis-

continued.
