T0 BOOST TRADE AS WAR CUSHION

Economic, Financial Group To Begin Work in U. S. Not Later Than Nov. 15.

"PANAMA CITY, Oct. 2.—The big job oc capitalizing on the European war emergency to increase trade among the Americas falls now upon ‘the Inter-American Consultative Economic and Financial Committee, directed to assemble in Washington to begin work not later than Nov. 15.

Among the delegates to the interAmerican conference of foreign ministers here hopes are high for important accomplishments by this committee. The membership will include a representaive of the United States and of each of the 20 Latin American republics. The committee’s immediate task will involve cushioning war shocks to Western Hemisphere trade, par‘ticularly Latin American trade losses due to the shutting off of commerce with Germany.

264,000,000 People Concerned

The 21 American republics decided definitely today ‘on a Tnethod to keep the Western Hemisphere, except Canada, neutral in Europe's war. ‘Subcommittees submitted final drafts of proposals to their full committees. These included the “safety belt” plan intended to keep belligerent warships out of American waters. The neutrality projects will be

_ submited to the conference's final

plenary session tomorrow and will

- show the world, it was predicted,

that the republics and their 254,000,000 inhabitants form a solid front for the defense of American ideals, institutions and rights. The delegates, reporting complete harmony, decided to adopt a resolution protesting the inclusion in warring nations’ contraband lists of foodstuffs and clothing destined for civil populations only.

Grady and Berle Mentioned

This declaration, which was not expect 10 have any immediate effect, was expected to prelude any effort to revise international [law regarding contraband. It is believed here that either Assistant Secretary of State Henry F. Grady or Assistant Secretary of State Adolph A. Berle will be named as the United States’ representative on the | Economic and Financial Committee. The committee is expected to lean heavily upon Dr. Herbert Feis, State Department economic adviser and member of the American. delegation here, who assisted in| formulation of the conference's economic declaration.. Mr. Feis is also a member of the board of the U. S. Export-Import Bank, which’ is supervising the extension of Latin American credits, and is otherwise engaged in the in-ter-American trade activities.

Declaration Generalized

The declaration adopted here was somewhat disappointing, due to its generalized nature, but vagueness was necessitated by the difficulty of agreeing upon specific projects because of conflicts of various national interests, A more sharply outlined agreement could have been reached only

the delegates here thought it better to ‘agree quickly on general principles, leaving the specific projects to the Thter-American Consultative Economic and Finance Committee. This increases the importance of the committee, giving it wide latitude to recommend remedial measures. Basically the trade program in general terms here constructive assistproviding credits

Insurance Rates Chaotic

The unanimous declaration for a speedy correction of the present chaotie insurance and freight rate situation is expected to exert some influence in expediting Congressional action on ‘war risk shipping insurance. It may be a factor also in the current investigation by the Maritime Commission into proposals for substantial freight rate increases between the United States Atlantic and gulf ports and Argentine, Brazil and Uruguay.

‘CONSERVATION CLUB TO HOLD BARBECUE

Mrs. Minnie |. Leap

Funeral services for Mrs. Minnie I. Leap, a resident of Indianapolis for many years and a former pub-

lic school teacher, were held at 10 a. m. today in the Flanner & Buchanan Funeral Home. Burial was in Crown Hill. Mrs. Leap was ill for five weeks and died Friday at her home, 646 W. 30th St. She was a private tutor, also, and continued her interest in education until her deatRk., She was born Dec. 15, 1866, in "Hamilton County a daughter of John and Elizabeth Bradfield. She was a member of the Third Church of Christ Scientist. She is survived by her husband, Albert Leap, to whom she was married June 20, 1888; two daughters, Mrs. William Price and Mrs. Harry Nicely, Indianapols; a son, Glenn C. Leap, New York, president of the Glenn C. Leap Music Publishing Co., five sisters, Mrs. E. L. Lawson, Mrs. L. B. Baker, Mrs. Clarence Kercheval, Mrs. L. C. Mitchell, and Mrs. P. F. Smith; and two brothers, Er ess Bradfield and Walter Bradeld.

Harry M. Callis

Servites were to be held for Harry M. Callis, 811 E. 11th St., at 2 p. m. today in the Harry W. Moore Peace Chapel, with burial at Washington Park Cemetery. Mr. Callis, who was 21, died Friday at City Hospital after .a week's illness. He was a native of Dayton, O. and had lived here for 11 years. He attended Technical High School, was employed by the Economy Food Market and was a member, of the Memorial Presbyterian Church. Survivors are his mother and stepfather, . and Mrs. E. J. Pierce, and a sister, Miss Louise Callis, all of Indianapolis. |

J. C. Gill

J. C. Gilly former Indianapolis contractor, was to be buried in Lebanon today, where he died on Saturday. He was 55. For 15 years Mr. Gill was a member of ‘the firm of Pickett & Gill, with offices, in the Merchants Bank Building. He moved to Lebanon two years ago. Survivors are his wife, Lena; a son, T. Wayne of Indianapolis, and three daughters, Mrs. Paul Lane, Mrs. | Cleo Smith and Miss Madge Gill, all of Lebanon.

Harold M. Gusdorf, president of the S. M. Gusdorf Co., tanners, was to be buried at the Indianapolis Hebrew Cemetery today following services at the Aaron-Ruben Funeral Home at 2 p. m. Mr. Gusdorf, who was 51, died Friday at St. Vincent's Hospital. ‘He lived at 4333 Central Ave.

Mrs. Martha Dinnis of Noblesville died Saturday at St. Francis Hospital after an illness of several days. Dr. Norman A. Booher; deputy coroner, said that Mrs. Dinnis, a practical nurse, had died of a blood infection apparently contracted from a patient for whom she had been caring. Mrs. Dinnis is survived by a brother. Ralph Grimes, of Noblesville. She was 85.

FORMER MISSIONARY IS DEAD AT Bey

Times Special BEDFORD, Ind, Oct. 2.—Mrs. Viola Edna Light Glenn, former missionary to Africa, will be buried tomorrow following services in the Pentecost Faith Mission, of which

her husband, the Rev. Lewis E. Glenn, is pastor. She died Saturday night at the age of 69. The Rev. and Mrs. Glenn were married in Indianapolis in 1901, an left immediately for Africa, where they spent many years in missionary work. Three of their children are buried there. Following their return, Mrs. Glenn assisted her husband in his work, which included the editing of a religious paper. Survivors, are a son, Victor, and a daughter, Beatrice, both of Bedford.
