JOBLESS BOARD OPENS STUDY OF STATE WPA LIST
105,000 to Be Certified or Recertified by Jan. 1: Staff Increased.
The State Unemployment Relief Commission rushed plans today to complete the certification and recertification of more than 105,000 WPA Workers and applicants by Jan, 1 1940 A staff of 125 WPA workers was added to the Commission's force of 325 field workers and clerks vesterday by John K. Jennings, State WPA Administrator, and a Commission member, The additional help was requested
by Dudley Smith, Commission direc- ¢ LE.
tor, who asserted the original force was insufficient to finish the work by the Jan. 1 deadline. The combined force of 450 will be in action | by Oct. 1, he said.
Skeleton Staff at Work
A skeleton staff of field workers and clerks already has begun certification of new applicants. This staff will be the nucleus of the investi- | « gating force, Mr. Smith said, and = Was recruited from the former personnel of the Governor's Commission on Unemployment Relief which was abolished last fall.
The work of the Commission. My Smith said, will be divided into three parts: 1. Investigation of WPA applicanis who were dismissed from the rolls under the 18 months’ provision: * of the 1940 Relief Act. A total of 31,000 workers were released between June 30 and Sept. 1. They may apply for WPA aid if they fail to find private employment within 30 days of dismissal. 2. Recertification of 53.000 now receiving WPA aid, which is ordered in the new act and the certification of 6000 new applicants.
13,000 to Be Rechecked
3. Recertification of 13.000 applicants who heve been certified but must now be reinvestigated to determine whether they meet the requirements for WPA in the new act I'he Commission was organized by Governor Townsend immediately after the 1940 Relief Act was passed to meet the new law's requirement of a State WPA certifving agency Ny In effect, it is 8 continuation of the W& old GCUR with the same functions. yw but with a new head.
Discontinuance of the GCUR ¥ came alter widespread criticism hit
boen received on its operation certifying function was is n temporarily to the State Welfare Department.
& Fulure Uncertain, Smith Says N 3
2
Our future after next year is so ww unceriain we are making no plans for it,” Mr. Smith said. “All we Know now is that we exist. have a tremendous job to do and: are trying to do it efficiently. Our existence is wholly contingent on the WPA and the size of our staff will be determined largely by fluctuations in the WPA rolls’ Because the Commisison is set Up as an emergency agency, it will’ @& not be covered by the merit system which applies to the Welfare Department, Mr. Smith said I've installed a merit plan of my own,’ he said I'm picking the best people I can get by examinations.” our job amounts to this If we don't reach every applicant, every g& 3 WPA worker, a lot of people will £ have a hard time this winter. That's why our plan of action has been indefinite. We must revise it until we are sure we can reach everybody Distributes Surplus Commodities The Commission is charged also with the distribtition of Federal Surplus Comodities. These go to qualified relief people and WPA workers with five or more dependents “We're planning to streamline the commodities distribution by cutting out most of the red tape.” Mr Smith said. “All distributions will be handled from the State office, instead of through the district offices as before.” Part of commodities distribution will ke the serving of free lunches to nevdy school children. More than | five times as many school lunches will be served this winter than last, he said.
