Trendless Market Develops Strength on Report U. S. Congress to Meet.
NEW YORK. Sept. 13 (U. P).— The stock market soared to new highs for the vear when President Roosevelt called a special session of Congress for Sept. 21. Steels spurted from early lows and activity increased. At the outsei. the and
motors were sold and the rails and building shares bought. Early losses in the steels extended to more than 3 pomts. The utilities and special issues, such as Loft, were given a whirl late in the first hour. Coppers were neglected all day except at concessions in price. In the second hour railroad and utility issues leveled off and interest shifted to the mercnandising department where the mail order and department store issues featured with gains ranging to more than 2 points,

Auto Shares Spurt
Electric Auto-Lite spurted ahead and attracted buvers to all the isSues that would profit bv increased automobile output. Gains then Spread out in the motor department and the rubbers. Some of the communications were bid up, notably Radio Corporation and international Telephone. As the market turned into the fourth nour, Chrysler was at 91, up x from the previous close and up 1° from the early low; Electric Auto-Lite 38° up 1%: General Mators 53':, unchanged. and up * from the early low. Reflecting last week's gains in commodities, the Dun & Bradstreet food index rose to the highest level since Aug. 1938. Increases in the components of the index were noted in the grains, and all of the items that go into the housewives’ budgets.
Grain Prices Sear
Wheat prices whirled upward more than 3 cents a bushel in North American markets on a late buving wave stimulated by the report Congress had been called for a special session and that Russian merchant ships had been ordered home. Chicago wheat soared as much as 4 cents higher in the final hour. but prefit-taking near the close checked the advance, and final prices were 3'; to 3% cents higher. with the September future at 85’: cents. Corn closed 13% to 2! cents higher, September 575 @ 3, oats up 1's to 13% cents. September 373. and rye 2°: to 2% cents higher, with September at 51° Early trading was fairly light. but there was sufficient demand to boost prices more than a cent in the first hour. President Roosevelt's remarks at a press conference vesterday that he would like to see wheat sell at better than $1 a bushel encouraged buying. Outside markets ruled strong. Winnipeg rallied after an irregular opening to score gains of 3 to 4 cents,

NEW YORK. Sept. 13 (U. P.).—The outbreak of h ositilties in Europe
may act as a stimulant to private employment and purchasing power dent of F. W. Dodge Corp. declared

The duration of any such upturn will depend largely upon the
continued stability added that participation of the United St:tes in the war probably would place construction activity almost entirely subject to Government controls, as in 1917 and 1918. Most important changes in the current situation as it directly affects the construction industry from that prevailing in 1914. Holden said, is the present long term uptrend of construction activity, decline. that was underway in, 1914, and the fact that the need for expansion of manufacturing plants now is proportionately less than it was then. “The general trend of total construction activity had been downward for 12 months prior to the 1914 war declaration. It continued downward for another 12 months, following which it turned
