Improved business conditions in Indiana are reflected in a reduction of relief activity, according to a survey by the State Department of Public Welfare released today. With June factory payrolls at their highest level since November, 1937, WPA employment has been decreased without a corresponding rise in relief payments by county trustees, the survey reveals. The survey points out, however, that applications for old age assistance have leveled off at about 1600 a month. These payments, the department says, are not affected by industrial employment,
Salescrafters Hear Maxwell Droke
Speaking on “17 Things People Won't Do,” Maxwell Droke, local publisher and advertising counciler last night addressed members of the Salescrafters Club of Indianapolis at their annual outing at the Bowes Cave. The American people are surprisingly indifferent even in matters affecting their welfare, he said, and have to be prodded into activity. Games and a buffet supper were held before the evening meeting.

Members of the North Side Realtors yesterday reported 13 houses and three lots were sold and four building jobs contracted for during the week at their weekly luncheon at the Canary Cottage.
Two Cleaning Firms Are Consolidated
The J. D. Eastman Co. cleaning firm, has taken over the Sunshine Cleaners, Inc, and will move into the latter's plant at 3805 E. Washington St., it was announced today. Officers of the new firm are: Walter H. Montgomery, president; Wallace L. Shilling, secretary-treasurer and general manager; Roscoe Stovall, production manager, and Gerald E. Woods, sales manager.

NEW YORK, Sept. 12 (U. P.).— Heavy engineering construction ac-
| tivity in August boomed to a new
| high for the month since 1929, Engineering News-Record said today, reporting total August awards at $311,222,000. This volume, recorded for a fiveweek month, contrasted with let- | tings of $181,469,000 in July, and $231,771,000 in August of last year, both four-week periods. The construction authority stated that August lettings averaged $62,244,000 weekly, or 27 per cent over .|the July average and 7 per cent

1938 month. Total awards for the first eight months of this year, the publication | said, amounted to $2,049,915,000, or 16.3 per cent above the 1938 period. LOCAL UTILITY SEEKS PIPELINE FROM KENTUCKY
Natural Gas Would Lower Rates at Indianapolis, FPC Hears.
Times Special WASHINGTON, Sept. 12.—The Citizens Gas & Coke Utility of Indianapolis is a potential customer for 8,333,000 cubic feet of natural gas daily, it was testified before the Federal Power Commission today. The testimony came from President Albert Kalo of the General Gas Pipe Line Corp. Indianapolis,
which is seeking permission to construct a $4,500,000 gas pipeline from central Kentucky gas fields into central Indiana. Mr. Kalo told the FPC examiner that he had conferred with the Indianapolis Gas Utility management and gave them an estimated price on natural gas of 30 cents for 8,000,000 cubic feet a day and 28 cents for all over that amount. The 30 cent rate would provide cheaper gas than that now produced in their coal process plant, he declared. The daily average estimate for the gas utility in Indianapolis was platen by him at 8,333,000 cubic ee

Assets so far were listed as 504 shares of stock outstanding at $1 per share, of which Mr, Kalo and his family have more than 50 per cent, he said. Acreage and gas leases in Kentucky also were listed. While the pipeline would extend under the Ohio River from the natural gas fields in Hart County, Kentucky, to a terminus in Hamilton County, Indiana, supply lines would meet it in Floyd, Clark, Scott, Jennings, Decatur, Rush, Hancock and Marion Counties, Mr. Kalo testified. These would be built by customers seeking the gas to be supplied at wholesale rates ranging from 33 cents down to 26 cents per 1000 cubic feet, he explained. Letters were introduced from industries interested in the proposed pipelines but no contracts have been made with any of them, Mr. Kalo declared.
