Posner's Chief Suggests - Five: Printing : Crafts Form One Group.

. WASHINGTON, Aug. 25.—Anticipated withdrawal of the International Typographical Union from the A. PF, of L. and possible formation of an independent group by the five allied printing trades, may hasten rather than retard unity in the warring labor movement. At least that is the view of some Administration labor advisers here. Refusal of the old and powerful I. T. U. to pay the A. F. of L. special assessment for a war chest -against the C. I. O. carries to a

logical conclusion the general rank-and-file demand for internal labor peace, it is pointed out. From the beginning, the Administration has counted on national rank and-file pressure on both A. ‘Reports here indicate that the 3. T. U. majority favors withdrawal from the A. F. of L. rather than recede on this issue. Meanwhile, there is no indication that John L. Lewis, C. I. O. chief, is succumbing to Administration pressure to resume the C. I. O.-A. P. of L. peace negotiations which he broke off last spring. A. F. of L. officials say he postponed the conference:and he must make the next move. Instead, Mr. Lewis is rapidly ex- . tending the battle lines between his organization and the A. F. of L. Wednesday he beat the A. F. of L. in a Labor Board election at Motor Products plants, Detroit, and last week at Packard. He hopes to repeat at Briggs and Chrysler. “The Administration, however, continues to hope for labor peace. It counts on rank-and-file pressure, and on the peace leadership of Danfel Tobin of the A. F. of L. and Sidney Hillman of the C. I. O, and other independents.
