LA PAZ, Bolivia, Aug. 24 (U. P). ‘=Gen. Carlos Quintanilla, Army “pommander-in-chief, was provision‘al president of Bolivia today. ~ President German Busch, 35-year-old Gran Chaco war hero who only four months ago dissolved Congress, suspended the Constitution and set ‘up a “totalitarian” dictatorship, was dead with a bullet in his brain. His death was officially announced as suicide.

MILLETT FORESEES WAR OVER MARKETS

Operated Without Loss Under Utilities District's Guidance, Is Claim.
A statement striking back at recent criticism of the Citizens Gas & Coke Utility operation was issued today by directors of the utility. The statement is concerned principally with an assertion that the utility, instead of showing a net profit of $116,482.54 last year, really showed a deficit of $00.157.42 “because the City lost $206.639 in taxes Paid in 1934 under private operaon.” The statement follows: “The Board of Directors of the Citizen Gas & Coke Utility believes it is necessary to publish information concerning statements which have been given circulation and which may leave an erroneous impression, Operating Loss Denied
“The statement has been made that, because the City lost $206,639.96
in taxes in 1938 under municipal op-
eration of the gas company, as compared to the taxes paid in 1934 under private operation, the net profit of $116,482.54, as shown by the gas utility in its annual report for 1938, is actually a deficit of $90.157.42. “The Citizens Gas & Coke Utility did not operate at a loss either last year ‘or any other year since the Utilities District took over the operation of the gas company. The report filed with the Public Service Commission in 1934 contains this passage: 4 . . . assessed valuation upon which real estate and personal property taxes were paid was $8,572,570 owned and leased.’ “This clearly indicates that a part of the 1934 taxes paid was upon the property of the Indianapolis Gas Co. It is clearly set forth in the 1938 report filed with the Public Service Commission that the gas
utility has been and is still paying |
taxes upon the Indianapolis Gas Co. property under the agreement of March 2, 1936.

“Taxes on the property of the Indianapolis Gas Co. in 1938 amount to $116,970.43. This leaves only $89,669.53 of taxes vrhich were paid by the gas company under private ownership, but which were not required
to be paid under municipal owner-
ship. “The net profit of the gas utility was $116,482.54 for 1938, reported after $135,016.50 was appropriated from earnings for bond retirement, showing an earning for 1938 of $251,499.04. Deducting the difference in taxes, between 1934 and 1938, of $89,669.53 leaves an operating gain for last year of $161,829.51. : “The gas company under private ownership in its report to the Public Service Commission for 1934 showed a net loss of $109,814.73 incurred after payment of a $50,000 preferred dividend and a $125,000 dividend on the common stock. Had the required dividend of $200,000 been paid on the common stock, the loss would have been increased to $184,814.73. For comparative purposes, therefore, 1938 shows an operating gain of $161,829.51 under municipal ownership of the gas company as against a loss of $184,814.73 under private operation in 1934. : “In determining if the operation of the gas company is more beneficial to consumers under municipal or private ownership, still another factor must be taken into consideration: The rate reductions made since the City took over the operation of the gas utility. :
Rates Reduced
“These rate reductions amount to an average of 17.75 cents per thousand cubic feet of gas sold at an average rate of 74.2 cents per thousand cubic feet in 1938 as against a rate of 91.95 cents in 1934. - “These reduced rates are saving Indianapolis gas consumers $511,894.20 annualy, based on the 1934 consumption of 2,883,911,000 cubic feet. “Gas consumption has greatly increased since 1934 and the saving to gas consumers based on the 1938 consumption of 3,579,995,000 cubic feet is $635,449.11 annually. “It can be clearly seen, therefore, that the loss in taxes to the city has been offset many times over by the savings in rate reductions.”
