New Dealers See Texan as :... Rallying Point for Conservatives.
: By THOMAS’ L. STOKES Hi ‘Times Special Writer
*’ WASHINGTON, Aug. “tween sips of iced tea or juleps, ~Washington excites itself in the jeurrent . -hot spell over the publicly ‘sexpressed preference of Rep. Sam { Rayburn, majority leader of the { House, for Vice President Garner as {the 1940" Democratic _nominée for | Président.
{ Both men are from Texas. “They.
«have been - close friends for years. ‘Rep. Rayburn was manager of Mr. +Garner’s unsuccessful’ bid for the ‘Presidential nomination in 1932 at i Chicago. This would seem to be a usual alliance in ordinary times.: But ,stanch New Dealers are choosing +10 recognize in the Vice President { the leader of what is popularly jcalled “the conservative wing” of ‘the Democratic Party. They blame ‘him largely for the revolt against the New Deal in the last session of ‘Congress. They see him as the ‘rallying: point for anti-New Dealers in the 1940 convention.
News Well Timed
Since Mr. Rayburn has been leadter of the Administration forces in ithe House, his announcement there*fore takes on significance, especially ‘since it came on the heels ‘the roar of approval with which the :Young Democrats responded at . Pittsburgh to. the clarion call of Mayor “Ed Kelly, boss ‘of Chicago, :for a Roosevelt third term. «The Pittsburgh ovation was clev“erly managed. 4 ‘Likewise the Rayburn dnnounce‘ment was timed in its circulation shere, for it had been published in Texas two weeks before, in a gen-
seral story giving the Presidential
preferences of Texas Congressmen. { .Sam Rayburn now is being pri“vately called all sorts of names by ithe New Deal plus, although he ‘has piloted son the Administra‘tion’s most Be and most contested reforms through the House. Even before he was Floor ‘Leader, he engineered the Truth-JIn-Securities Act, the Securities Ex] ichange Act, the Public Utility Hold‘ing Company Act.
Has Fought Revolt
Since becoming leader he has stood loyally by the Administration and fought vigorously to stem the Jtide of revolt which has swept up from time to time, notably in the ‘closing days of the recent session. »He has taken the floor in personal +pleas to the membership. t The New Dealers’ wrath expressed itself in whispered threats that Sam ‘Rayburn might be thrown out of his ‘leadership post at the next Con;gress. Nobody who knows the House ‘takes such |a threat seriously. Nor «would the President permit such a “gesture. i A stanch New Deal Congressman, Rep. "John J.| Cochran (D. Mo.), came to the defense of Mr. Raysburn today. He said he did not +know of a single Democrat who “would vote to!supplant the leader *“because he has done the natural thing, and indorsed his friend and fellow Texan, Garner, for the Presidency. »
