UPTURN FORECAST AFTER LABOR DAY
Times Special NEW YORK, Aug. 14.—Better business after Labor Day, with the last half of this year witnessing the best business record during 1939, is the forecast made today by Henry H. Heimann, executive manager, National Association of Credit Men, in his Monthly Review of Business. “Whether or not the moderate, encouraging business upturn, which developed |in the middle of July, holds through the summer weeks,” he points out, “it can be regarded

JULY EMPLOYMENT DIPS AT SOUTH BEND
Times Special SOUTH BEND, Ind, Aug. 14.— July industrial employment and payrolls in the South Bend-Misha-waka area declined from June, but were still far above the 1938 month, according to the Association of Commercé of South Bend. July employment was 92.6 per
cent of normal as compared to 93 per cent in June and 63.4 per cent in July, 1938. The July payroll index stood at 106.5 per cent as compared to 114.8 ‘per cent in June and 58.2 in the year ago month.

NEW YORK, Aug. 14 (U. P)—
Steel mills of the nation will operate this week at 62.1 per cent of capaci-|c ty, up 2 points or 3.3 per cent over last week and the highest rate since last Nov. 14, the American Iron & Steel Institute reported today. ° Last week’s rate was 60.1 per cent, while the figure a month ago was 56.4 per cent and a year ago 40.4 per cent. The previous high for this year had been set in the week beginning July 24 with operations at 60.6 per cent. In the Nov. 14 week last year operations hit a 1938 high for more than a year of 62.6 per cent. With exception of the latter, therefore, the current week's rate will be the best for any week since Oct. 11, 1937, when operations were scheduled at 63.6 per cent of capacity. The gain for this week was somewhat better than had been expected.

PITTSBURGH, Aug. 14 (U, P.) — A wage bonus of 8 per cent will be paid 43,000 émployees of the ‘Westinghouse Electric & Manufacauring Co. this month under the Westinghouse wage and salary plan, it was announced today. The payment is established each month in proportion to net earnings of the preceding three months. Net earnings for the last three months - were $3,546,186, of which $1,198,740 was earned in May; $1,573, 605 in June and $773,841,8841 Last month, the bonus amounted to 10 ) per cent.

Speaks, president -of the Fisk Rubber Co., declared today that all fundamental elements for recovery are present and that a national ‘“come-back” depends only upen the re-establish-ment of courage and a sensible revision of national economic policies to stimulate investment. by 108 communities for this week amounts to only $8,471,130, com-

The first is the $1,242,000 flotation of city of Norfolk, W. Va, to be released tomorrow and the other is $2,700,000 of Nassau County, New York, bonds, which will be sold Thursday.
