Increase Revealed in Number of Independents, Drop In Chain Outlets.

A new record in the number of stores in Indiana was predicted to-| day by officials of the Store Li-| cense : Division as reported in the Gross Income Tax Digest. “Officials of . the Store License Division predict that 1939 will ex-| ceed the all-time high of 70,258 store licenses issued during the cal- . endar year of 1938,” the report states. “They point out that the large increase in the. number of! independents may offset the loss - in revenue from the chains and the slight shortage reported at midyear is certain to be overcome by collections during the last six months of the current year.

Chain Outlets Decrease

“Statistics compiled by the Store License Division show a definite increase in the number of single stores conducted by independent operators and a drop in the number i of chain outlets. : “The mid-year checkup of the, Store License Division statistics re- | vealed a loss in store license rev-| enue collection, although a greater pumber of store licenses were is-| sued. The decline in revenue was; not large but a comparison of store licenses issued up to July, 1938, with the number issuea up to July, 1939,’ revealed an increase of 1567 selling establishments for this year. Logic-: ally, this meant an increase in’ stores bearing the small license fee.

“In order to obtain a better insight into the problem, the Store’ License Division reviewed the accounts of 113 operators of chains of over 10 stores and found a net loss of 148 store locations during the past year. Reductions were made by 32 different firms and ranged from one to 76 stores; 48 firms made no increases and of the remainder the, additions were mosiiy for only one store. : “Not Revenue Measure) |

“It should be borne in mind that the store license law was not passed as a revenue producing measure but primarily to equalize the tax and competitive conditions between the chains and individually owned | stores. “The number of store licenses is-! sued in Indiana has increased from’ 55,425 in 1933 to 170,258 in 1938, a] gain of 14,783 in the five-year period.”
