SMOKE LEAGUE TOHOLD PARLEY ON FEE SETUP

Group Will Invite Invite Outside Engineers to Meeting In September.

Taking another step in their fight against “smog,” the Indianapolis} Smoke Abatement League will invite combustion engineers and Chicago authorities to a September meeting at which a new “service for a fee”

plan will be studied. * The league announced at its monthly meeting yesterday it may attempt to install a service systein here by which utility and heating plants will be inspected annually for a set fee. If adopted the plan would make an estimated $15,000 revenue annually available to fingnce the abatement program, according to Roy O. Johnson, League attorney.

Proposes Factory Fee

Under the proposed plan factories and large heating units would subscribe to: the service and the yearly inspection would not only benefit the city through the abate- * ment of smoke accomplished by proper firing methods but would save the subscribers money in coal bills. Dr. Herman G. Morgan, City Health Board secretary and president of the League, said, “I believe the Safety Board budget will include a request for $5000 to.enable the hiring of two additional smoke inspectors.” A committee of League members met with City officials last week and asked: that additional inspectors be provided for in the 1940 budgets.

Plans Sponsorship

The service plan may be sponsored by the League as an individual agency. League officials explained that it would be difficult, in their opinion, to get an amendment to the Smoke ordinance at this time. While the authority lent by an ordinance would be desirable League officials believe that the service offered by the proposed plan will assure its success.

About a year ago, the Justice Department made one ‘special investi-

MORE ECONOMIZING DUE FOR FAIR AT N.Y.

More: economizing is necessary to make the New York World's Fair a financial success because efforts to increase attendance have failed to bring in enough revenue, it was reported today. Two high executives have resigned, it was disclosed. They were Col. Burnside R. Value, director of transportation, and J. L. Hautman, assistant to Stephen F. Voorhees, vice. president and chief architect. Hundreds of employees were reduced last week in an economy move. Paid admissions have averaged 128,500 since the Fair opened. An average of 246,000 must pay their way through the gates daily to make the huge exposition a financial success.
