NEW YORK, July 20 (U. P.).— Richard P. Lydon, Supreme Court referee, recommended today that Marian Talley, former opera star, be given permanent custody of her 4-year-old daughter, Susan. Her estranged husband, Adolph G. Eckstrom, would be permitted custody of Susan, who now lives with him, for three’ months of the year. : Referee Lydon’s findings will be transmitted to Supreme Court Justice Alfred Frankenthaler who is expected to sign the recommenda-
