Under the new rules, effective tomorrow, regional directors are shorn of their power to appoint trial examiners, the power remaming with the Board itself or its chief trial examiner. This is part of the tightening-up process in adminis-| tration. \ The most widely discussed of the new regulations—that allowing employers caught between rival unions to petition the Board to determine the representative for collective pargaining—may cause as much controversy as the Board's old ban| against employer petitions. Unfortunately for the Board, the! First case is that of General Mo- | tors many Congressmen expect the Roard to take jurisdiction, but the union objects. The C. I. O.-United Auto Workers Union insists that its strike of tool and die makers is merely for a supplemental contract for its own members and not for majority representation

Mr, Roosevelt, it had been believed, had meant to propose lending only for projects whose cost actually would be paid off by subse= quent earnings, but the bill sent to Congress also would authorize projects which earn nothing whatever. The Administration, it now appears, is using the term “self-liqui-dating” in the sense that any loan made by the Government which eventually is repaid is in fact a self-liguidating loan. Whether cost of the project could be met by earnings would not matter; even if the cost must be met by general taxation that still would be held to be “self-liquidating.”

owned by Samuel H. Kress, head of the chain store organization bear= ing his name, hag been given to the Government, officials of the Nation= al Gallery of Art announced today. Gallery President David K. E Bruce announced that the colleetion, consisting of 375 paintings and 18 pieces of sculpture, would be made available before the opening in 1940 of the new gallery whieh ig being constructed primarily to house the art collection of the late Andrew W. Mellon. “Experts have declared that there is no private eolleetion in the world, and very few museums, which ean illustrate in as complete a manner as the Kress collection the develop ment of the Italian sehool of paint= ing and seulpture during the Re= naissance,” Mr. Bruce said. It has been said that Mr. Kress gpent $25,000,000 to $30,000,000 in assembling the collection.
