PER CAPITA CITY DEBT REPORTED

Rate Is Less Than Half of National Average for Cities Over 30.000.

Indianapolis’ per capita munici.pal debt last Jan. 1 was considerably less than half the national average for cities over 30.000 population, a study made for the National Municipal League revealed today. The study showed that the average person living in the average American city over 30,000 owed $179.12 in municipal debt. Indianapolis’ per capita was only $74 21, according to the survey, with a total civil and scheol city net bonded debt of $270223584 This includes $5.265452 as the City's share of poor relief bonds issued by five townships. Utility Debt Omitted

The net bonded debt figure was arrived at by deducting from the gross debt the sums in sinking funds and all self-supporting debt such as Barrett Law bonds. The study omitted public utility debt in all cities because of the difficulty of distinguishing self-support-ing utilities from those not selfsupporting. Indianapolis’ Citizens Gas & Coke Utility comes under the self-supporting classification. This was the first year the league has included poor relief bonds in Indianapolis’ total. Excluding this item for lack of comparison, it is shown that the City's net bonded debt decreased

DOGS LOCATE BODY OF MISSING YOUTH

Smith of I. U. to Accompany American Delegates to Rio de Janeiro.

Times Special BLOOMINGTON, Ind. July 5— The World Federation of Education Association's “floating school” is to sail from New York Friday, Dean H. L. Smith of Indiana University, faculty member of the on-board-shiyp. school, said today.

The S. S. Rotterdam, carrying Federation officials, delegates and students on a cruise to Rio de Janeiro for the Federation's eighth biennial congress Aug. 6 to 11, is scheduled to return to New. York Aug. 27. Dean Smith, who heads the I. U. School of Education, is to supervise a course in which the educational systems of other countries are compared with that of the United States. Regular Indiana University credit, to a maximum of five semester hours, will be given to students who fulfill the requirements of the “floating school” as a summer course.

New Vaccine I's Developed By Institute

PARIS, July 5 (U. P)—A new smallpox vaccine described as ‘practically perfect” has been developed in two years of research at the Pasteur Institute, Dr. Harry Plotz told the Academy of Medicine here. The “chemically pure” vaccine leaves an almost imperceptible scar and produces practically no fever or other after-effects, Dr. Plotz said. He is American laboratory chief of the institute. The result was produced by making a vaccine entirely free of “secondary” bacteria which in the earlier forms of vaccine caused the scars and other usual after-effects.

LAFAYETTE, Ind. July 5 (U. P.). —Jack Toledo, 22, of Indianapolis, today began a 60-day term at the State Farm on a charge of driving while drunk. A truck he was driving from Chicago to Indianapolis missed a turn near Fowler and turned over.
