Proceeds Would Be Used to Clear Slums in |
Chicago. SPRINGFIELD, Ill, June 30 (U. P.) —A bill which would create a state-supervised lottery—the first of its kind in the country in recent times—to raise funds for Chicago slum clearance housing projects was placed before Governor Horner today for signature. ' The proposed law would permit tickets to be sold direct te the public for $2350 each. They wouid be called membership certificates in the Illinois Home Building Corp, to be set up by the bill. The lot-! tery would be administered by the directors of the Departments of Finance. Public Works and Build-| ings, and Health. under the juris-/ diction of the State Housing Authority. i There would be a drawing each month with 10 ver cent of the receipts to be set aside for 10 winning tickets. The winners would be-| come honorary “officers” of the, corporation for 30 days and receive a salary, not to exceed 50 thousand dollars, for their “work.” Backers! of the bill estimated receipts would | total at least two million dollars monthly, which would give winners! 20 thousand dollars each. Actual winnings would be determined by | the amount of the receipts.
84 Per Cent to Corporation
Eighty-four per cent of the re-' ceipts would go to the corporation for slum clearance and construction of bungalows, iwo-story buildings and two-flat residences, for use of! persons in low income brackets with rents at maintenance cost. The other 6 per cent would be used for expenses. The House passed the bill by 83 votes and the Senate approved it vesterday bv a vote of 27 to 11. Rep. Carmen Vacco (D. Chicago}, a real estate dealer, and Roland V. Libonati, an attorney and former member of the House, sponsors of the bill, expressed confidence that Governor Horner would approve it. Others predicted he would vetc it. He vetoed 2 handbook licensing measure passed

It developed ! numerous scandals but some of the State's leading businesses were founded with its profits. In 1890] there was a bitter fight over renewal | of its charters. The operators offered $12,500,000 for a 25-vear renewal and a bill approving the renewal was passed. However. the Governor vetoed it and the company withdrew its offer, moved to Nicaragua, and obtained a charter there in 1862.
