ON WHITE RIVER FLOOD PROJECT
County Board Meets Today To Seek Right-of-Way Along East Bank.
The Marion County Flood Control Board will meet this afternoon to _ complete arrangements to acquire right-of-way for the U. S. Army's $500,000 White River flood project. . City Engineer M. G. Johnson, who is Board president, said he believed negotiations with the Bemis Bag and Acme Evans Co. for the right-of-way along the river's east bank would be “satisfactorily” completed at today’s session. ~ Mr. Johnson said the City is willing to pay a “good sum” for the land owned by the companies and in damages to their equipment necessitated by excavations, but he didn't say how much.
_ Earlier, it was believed that condemnation proceedings would have to be taken against the companies. Asquisition of the land is necessary before the Army will start the
project.

Today an overwhelming majority of voters favor a boycott of Japanese goods and embargo on the shipment of American war materials to Japan. These trends of public opinion are revealed in a survey in which interviewers for the American Institute of PublicOpinion talked tao thousands of typical citizens throughout the Union, asking their views on the two-year-old conflict in Asia. Those questioned represent a cross-sec-tion of the national population— a miniature public selected by the same methods used by the Institute to forecast more than six elections in the last year with an average error of less than 3 per cent. The underlying explanation for the public's present attitude toward Japan is shown in the reasons which voters give for their opinion. The chief reason is that “Japan is the aggressor.”
This change in public attitude which is growing less and less neutral toward the Oriental war, parallels a change in attitude toward Europe. Whereas two years ago a boycott of Japanese goods was opposed by the majority, today more than six voters in every 10 say

Times Special | FRENCH LICK, Ind, June 16-— The burden of law enforcement still remains with the “home-town cop,” Glen R. Hillis, Kokomo attorney and possible G. O. P. gubernatorial candidate, told the Indiana Police Chiefs Association here last night.

E. J. Merkley of Jasper was elect= ed president of the Police Chiefs and Muncie was selected as the site of the 1040 convention. Other officers named were Edward Hobbs of Peru, first vice president; Cary Thompson of Terre Haute, second vice president; D. M. Kremmelmeyer of Auburn, third Vice president; Jesse I.. Sullivan of Vine ‘cennes, sergeant-at-arms, and Arthur G. Eversole of Lafayette, sec-retary-treasurer. The convention passed resolutions pledging both moral and financial aid to members “framed or unjustly accused for political or other reasons,” and praising Herold H. Reinecke, director of the Indiana division of the Federal Bureau of Investigation, and Donald F. Stiver, superintendent of State Police. “The vast majority of criminals are caught by cops, not by G=-Men,” Mr. Hillis said. “. . .
