American Institute of Public Opinion June 7.—The long-smouldering subject of the wr pean war debts will be in the news again in a few days when th calendar date for semiannual payments comes around on June 1» Many Washington observers helieve that Great Britain, France and other war-time borrowers would like to resume “token” payments of the debts. if only to clear the way for further loans in case of a new Euro- | pean war. Lord Lothian, newly named British Ambassador to the United States, is on record as favoring a system of ‘token” payments. But while the American peopie would be glad Yo see these payments resumed a nation - wide Institute of Public Opinion survey indicates that majority of Americans would not consider them a justification for floating new Eurcpean loans. In its new survey, just pleted, the Institute asked resentative cross-section the electorate, “If England and France pay something on the war debts they now owe us, should the United States lend them more money?” he public's answer as indicated in replies from every one of the 48 states, is a clear no.” The actual vote is:

and because Americans fear that new loans would involve the United States in “entangling alliances” and draw this country into war. Both of thes arguments are reflected in the Johnson Act, authored by Senator Hiram Johnson (R. Cal.), which forbids the floating of loans by nations whose existing debts are in default,

Both Republican and Democratic voters agree on the principle of no new loans in today's Survevs. There has been a slight increase in sentiment for such loans since January, 1937, when the Institute conducted a national survey on the same issue. The trend of public opinion is shown in the following table:

NEW LOANS? Yes No 15% 85% 21 79 Institute surveys have shown that a majority of Americans favor selling food and war materials to England and France in the event of a European war, but they choose to do this for cash and not for credit. Last month the Institute asked voters in all parts of the country, "In case Germany and Italy go to war against England and France, should we lend money to England and France to buy airplanes and other war materials in this country? In Teply, 31 per cent of voters interviewed said “yes,” per cent said “no.”
