Federal Judge Robert C. Baltzell today had under advisement a request for an order to restrain the State insurance commissioner from limiting automobile insurance premium discounts for safe driving to 20 per cent. In the event
the temporary restraining order is denied. a hearing before a three-judge court on an interlocutory injunction is to be held at 2:30 a. m. June 10 The order was asked by the Allstate Insurance Co. Chicago, which contends the insurance commissioner’'s order would stifle open and free competition, and that he was without authority to issue such a ruling. Attorneys for the company teld the court at the hearing vesterday that the firm, through operating economies and careful selection of risks could charge 30 per cent less than the manual rate and still operate at a profit
