HARLAN, Ky., May 23 (U. P.).— At least a third of Harlan County’s 14,000 miners were under union contracts today as the United Mine Workers of America sought agreements with additional coal operators. Representatives of John L. Lewis’ U. M. W. arranged a third conference with the Harlan Coal Operators’ Association in an effort to end the labor dispute which caused Governor Chandler to send 1250 National Guardsmen into the county to patrol its mines. Other meetings were scheduled with nonassociation mine owners. The union and operators’ groups met twice yesterday without effecting a settlement. Signing of two new union shop contracts with the Harlan-Wallis Coal Co. and the Darby Coal Corp. sent 1540 more men back to the mines and brought the total working under union conditions to 5665. Five companies, none belonging to the Harlan Association, have signed with the U. M. W. Four of the agreements contain the union shop clause, only stumbling block in the current controversy. The U. M. W. prepared for a legal pattle with nonunion miners over the legality of union shop contracts. Four independent workers sought an. injunction to restrain 24 Harlan and Bell County mines from
